I think that the higher performing students will get the most out of this program. But I don't know how a 15/16 year old would adjust to college courses. Seeing high school students, there is a definite shift in attitude from 9th grade to 12th grade. Maybe these students are skilled enough to graduate earlier, but maybe not mature enough to take on college level classes. They may drop out of college for that reason.
I also think that letting students take tests earlier that they are not ready for can be discouraging, because they are spending 3 hours at a time to take these tests. Then what? They have to take these tests again? Maybe it could be a good situation for some, since they will be used to the format, and the next time they can do better. I believe that overall, it will leave most students behind, and would cause a a higher disparity between non college degree individuals and people who have college degrees.
